Cormittee on Inte-ior and Insular Affairs United States House of Representatives Washingten, C. C. 2C515 Dear Mr. Chainnan-Teknekron Researcn, Inc. was requested by the IE staff to perform a study of coerating nuclear- power plants with B&W nuclear steam supply systems using tneir tecnnicae for analyzing causally-linked events. Teknekron performed a two ;hase study Lsing this technique which has been previously reported in M EG/CR 011C (Phase I) and NUREG/CR 0979 (Phase II). The results of Phase I were usec as one of tne tnree trial methods for Licensee Regulatory Performance Eva hatica (LRPE) attempted by the IE staff in 1977 and 1978.

The rost recent Tskne<ron study, the results of which are summarized in the encicsed rescrt, is a part of a centinuing effort by the IE staff to develop an effective orogram for LRPE. Several approaches to LRPE were attempted previously and tne rasults were made available to the public in November 1978.

At t.9at time it was reported that each of the three approaches attempted (statistical treatment of noncompliance history, ratings by regional inspectors, i anc analysis of causally linked events) had strengths and weaknesses, but no single methoc has favored by the IE technical staff.

Folicaing tne Tnree Mile Island accident, Teknekron was requested to perform a st c;. of operatirg reactors with B&W nuclear steam supply systems to determine if any further safety insights' could be gained by the analysis of operating i enerience at these facilities as reported through Licensee Event Reports (LER). Tne importance of evaluating operating experience is emphasized as a '.esscn learned from the Three Mile Island accident.
