SUBJECT:
REVISED AGENDA FOR COMMISSION MEETINGS ON LICENSE RENEWAL The enclosure to this memorandum revises the agenda for the license renewal briefings currently scheduled for December 7, 8 and 18 of this year.
The specific changes to the agenda include the deletion of presentations on the technical issues (fatigue, environmental qualification, and reactor vessel reviews) previously scheduled for "ecember 8,1992.
These changes are necessary to permit the staff sufficient time to evaluate recent infonnation obtained in discussions with industry.
On September 29, 1992, Commissioner Curtiss asked a number of questions concerning the impact of the findings of SECY-92-314 on the license renewal rule.
Specifically, he asked questions concerning the definition of the current licensing basis for plants licensed under 10 CFR Part 50 and the adequacy of the regulatory process. Answers to Commissioner Curtiss' questions will be provided under separate cover later today.
I have recently received a written report concerning the current licensing basis from the Office of Policy Planning (OPP). This report proposes con-sideration of an approach different from that in the current 10 CFR Part 54.
The staff will require additional time to evaluate this information before presenting our conclusions to the Commission, and therefore, will not be prepared to speak to the OPP report.
Consequently, the discussion of the CLB on December 7,1992 will be focused on the aspects of the CLB as discussed in the Statement of Consideration for 10 CFR Part 54.

The Commissioners On November 19, 1992, the Director of NRR met with representatives of Northern States Power Company (NSP). NSP discussed the content of a paper that was prepared in response to a request from Commissioner Curtiss that highlighted NSP's views on various license renewal issues, including fatigue and environ-mental qualification of electrical equipment.
Following the NSP meeting, the Director of NRR initiated a process by which senior management in NRR will review the technical and policy issues raised by the recent.NSP letter and will work with the Nuclear Management and Resources Council as the industry focal point to resolve these issues.
Following this review, the standard review plan and the associated regulatory guide will be forwarded to the Commission.
The staff is planning to discuss the nature of the senior management review process with the Commission in lieu of specific presentations on technical issues.
