Director for Environmental Projects & Technology Division of Site Safety & Environmental Analyses United States Nuclear Regulatory Commission Washington, D.C. 20555 Re: Louisiana Power & Light Company Waterford Steam Electric Station Unit 3, St. Charles Parish

Dear Mr. Reagan:

Pursuant to your request of December 6, 1979, my staff has reviewed the above referenced locality for cultural resources.

No prehistoric archaeological sites are recorded for the area, nor are there any sites currently listed in the National Register of Historic Places.

The project vicinity, however, is in an archaeologically sensitive area for historic site location. Our maps indicate the project to be in the location of the old Waterford Plantation.

While portions of this site may have been destroyed by previous levee construction and industrial activity, significant cultural remains may still be present. The previous survey was restricted to the proposed power line routes and intake discharge structures, and no evidence of this site was discovered.

In order to determine che impact on the Waterford Plantation and on any unknown cultural resources, we recommend that a cultural resources survey be conducted of the remaining-portions of the pro-perty. This should include an inrensive archaeological survey with systematic sub-surface testing, and an architectural survey of all standing structures. We request that all buildings be documented with clear photographs in the text of the final report.

Mr. William H. Reagan Page 2 December 27, 1979 This letter will also confirm a conversation between Michael Kaltman of the NRC and Ann Jones of my staff regarding Waterford 3 on December 28, 1979. Mr. Kaltman stated that the NRC was aware that proper clearance of cultural resources had not been given and that remedial survey action would be done in compliance with our request and Section 106 of the National Historic Preservation Act of 1966.

If we may be of further assistance, please contact my staff in the Division of Archaeology and Historic Preservation.

Sincerely, II ' - *
