December 2, 1992 Mr.. Geo ge J. Beck, Chairman Regulatory Response Group Boiling Water Reactor Owners' Group c/o Southern Nuclear Operating Company P.O. Box 1295, Bin B052 Birmingham, AL 35201

Dear Mr. Beck:

SUBJECT:

BWROG RESPONSE TO GENERIC LETTER 92-04 This acknowledges receipt of two letters the from G. J. Beck, Chairman, Pegulatory Response Group, Boiling Water Reactor Owners' Group, (BWROG), to NRC (Document Control Desk). One was dated September 24, 1992, and the other October 23, 1992.

In my letter to you en September 9, 1992, I raised several issues and requested a response from the BWROG. One such issue was that the term

" indeterminate water level" be more stringently def tned.

Following several telephone conversations and meetings with the owners' group, we-agree that the BWROG has provided adequate interim guidance in its letters dated August 19, and October 16, 1992 to licensees so that they would appropriately respond to potential instrument errors caused by noncondensible gas effects during and after rapid depressurization events.

Another issue was that the BWROG scheduleJor implementing modifications was inconsiste t with the schedule proposed in Generic l.etter No. 92-04.

However, because of additional information (e.g., BWROG letters to the 1.icensees and technical meetings with the staff), we find acceptable your schedule for (1) experiments to be completed by March 1993 to quantify the effects of noncondensible gases during major depressurization events and to test the-adequacy of poteatial modifications; ano (2) plant and/or procedure modification plans to be completed by July 1993,iith implementation at the earliest opportunity.

As I stated in my letter of September 9, we will be closelj monitoring your experimental activities..The next meeting between the BWROG _and our technical staff to discuss your testing programs in detail has been tentatively scheduled for the January <6, 1993.

Dececber 2l 1992-George J. Beck Please note that we expect the BWROG to fulfill its-commitment to provide final recommendations and conclusions on level instrumentation-by July 1993.

We continue to consider this an important activity and we expect the BWROG to give this issue highest priority attention.

Sincerely, William T. Russell, Associate Director for Inspection & Technical Assessment ec:
