REVISION 1 TO TAP A-28, "INCPEASE IN SPENT FUEL POOL STORAGE CAPACITY" 1
l Technical Activity Steering Committee approval is requested for the enclosed Revision 1 to TAP A-28, " Increase in Spent Fuel Pool Storage Capacity." The need to revise the scope of the TAP is due to the current status of on-goina licensee proposed modification of at-reactor increased storage capacity and the development to date of the existina TAP.
Recommended Revision - The TAP is revised to delete the development of a sep-arate SRP and Regulatory Guide for SFP nodifications.
A separate SRP and Rr, for pool modifications has been determined not to be necessary nor could it be developed in time to serve as a useful review tool for the DOR staff's on-going review of operating reactor modification.
Approximately 53 of the 65 operating reactors have either already received NRC approval for SRP modifi-cation or currently have applications under review.
The SRP, currently iden-tified for development as part of TAP A-28, will not assist in the review of these plants due to the time required for its development.
The same is true for the development of the Regulatory Guide.
In addition, the manpower required to develop the SRP and the RG would affect our onooing reviews of licensee proposed modifications as the same technical reviewers do both.
To assure a consistent NRC review of spent fuel pools both at the CP/
OL reviews and for modifications, the current SRP (NUREG 75/087) will be ex-amined in light of the detail provided in the OT Technical Position on SFP modifications. Regulatory Guide 1.13, " Spent Fuel Storage Facility Desian Basis," will also be examined in light of the Technical Position to deter-mine if any revisions are necessary.
Issuance and distribution of the D0R Technical Position to operatina re-actor licensees provides the needed guidance for modification to SFP's.
With most of the operating reactors having already proposed modifications and with many of the reactors in the CP or OL stage upgrading the original design to increase capacity, the likelihood of future proposed modifications will be reduced.

t MAR 2 01978 E. G. Case 2-Manpower Requirements The recommended revision will reduce the manpower requirements for all or-ganizations involved. DSS and DSE estimates are reduced by a factor of ao-proximately 2, while DOR estimates are reduced by 1.5.
OSD involvement is reduced to a minimal since Regulatory Guide 1.13 is al-ready expected to be revised within the next 6 months. Any.modifiction to the RG based on the guidance provided in the 00R Technical Position can be incorporated at this time.
Enclosed is a mark-up of the TAP for A-28 that reflects the recommended revision.
Also, the logic network and computer printout have been updated to reflect the recommended revision.

A revised schedu1e has also been developed that reflects time delays result-ing from the assignment of a new TM for TAP A-28 and the D0R work load on SFP modifications.
