MINUTES OF CRGR MEETING NUMBER 228 The romr.tttee to Review Generic Pequirements (CRGR) met on Tuesday, September 6s 1992 frcm 8:00 a.m. to 6:00 p.m.
A list of attendees at the meeting is attachd { Lac'.nsore 1).
The following items were discussed at the meeting:
1.
The CRGR continued its revtew (begun at Mteting No. 227) of the proposed new Standard Technical Specifications.
The Committee expressed some reservations regarding specific aspects of the new STS, but recommended proceeding with the STS trial implementation in the lead plants, as planned.
The Committee requested future periodic briefings on the pro-gress of the program at appropriate stages of lead plant implementation.
This matter is discussed in Enclosure 2.

The CRGR reviewed a proposed Supplement 1 to Bulletin 90-01, " Loss of Fill-Oil in Transmitters Manufactured by Rosemount".
The Committee recommended in favor of issuing the bulletin subject to several modifi-cations (to be coordinated with CRGR staff).
This matter is discussed in Enclosure 3.

The CRGR reviewed the resolution of Generic Issue 106, " Piping and Use of Highly Combustible Gases in Vital Areas".
In view of the marginal decrease in risk computed by the staff, the Committee recommended that the 50.54(f) generic informatica request proposed by the staff should not be issued.
Instead, (a) the staff should publish the GI-106 analyses as a NUREG report, and transmit the NUREG to licensees for information, and (b) the staff should consider plant-specific analyses of this issue as part of their review of IPEEE submittals. This matter is discussed in Enclosure 4.
In accordance with the ED0's Juiy 18, 1983 directive concerning " Feedback.ana Closure of CRGR Review," a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes.
The response is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the EDO for decision making.
