SECY-2-366 - PROPOSED LICENSE, UNDER 10 CFR PART 71, FOR DRY CONCRETE MODULE STORAGE OF SPENT FUEL AT BALTIMORE GAS AND ELECTRIC COMPANY'S CALVERT CLIFFS NUCLEAR POWER PLANT SITE 3
3 The Commission (with all Commissioners agreeing) has approved the) issuance of a license to Baltimore Gas and Electric Company under}
10 CFR Part 72 to receive, transfer, and store spent fuel in an independent spent fuel storage installation on the Calvert Cliffs l_
Nuclear Power Plant site.
In addition, the Commission requests that the Office of the General Counsel consider rulemaking to eliminate any requirement for Commission authorization prior to the NRC staff issuance of specific licenses under 10 CFR Part 72 for independent spent fuel storage installations, including specifically the requirement for sach authorization contained in 10 CFR 1.764(c) and also mentioned in 10 CFR 72.46(d).
Avoiding unnecessary Commission review will ease the burdens of both the staff and the Commission, and reduce fees charged to license applicants.
