SUBJECT:

FINDINGS RELATED TO THE PROPOSED IMPORT OF HIGH ENRICHED URANIUM FROM THE FEDERAL REPUBLIC 0F GERMANY, THE NETHERLANDS, AND FRANCE (ISNM79021)

In November 1979, the Department of Energy submitted a request for a license to import 40.496 kilograms of uranium enriched to 19.75'.' containing 8.0 kilograms U-235, and 10,0 kilograms of uranium enriched to 45% containing 4.5 kilograms U-235. The materials in the form of irradiated fuel elements, unirradiated uranium-aluminum fuel plates and scrap are being returned to DOE facilities at Savannah River and Oak Ridge by NUXEM in the FRG, CERCA in France, and PETTEN in the Netherlands. Some of this material will be used to fabricate reduced enrichment test plates and elements in support of DOE's Reduced Enrichment Research and Test Reactor Program. This program is being conducted to support US policy to reduce world traffic and inventories of highly enriched uranium.

The material will be shipped in packaging specified by D.0.T., having IAEA validated foreign competent authority certificate.

The hazards relating to the possible rupture of these containers are limited principally to chentical toxicity and can be handled safely in essentially the same manner as any other corrosive and/or toxic chemical. ,

The radiological impacts from import shipments were evaluated in the Final Environmental Statement of the Transportation of Radioactive Material by Air .

and other Modes, NUREG-0170 and were determined to be negligible compared to l impacts fren domestic shipments. 1 The staff finds this importation will not be inimical to the common defense and security or constitute an undue risk to public health, safety or to the env i ronment.
