SUBJECT:
MEETING WITH NUMARC ON THEIR ALTERNATE PROTECTION STRATEGY On November 20, 1992, DRSS staff met with NUMARC to discuss the goals of their alternate protective strategy (APS) in relation to the staff's effort to re-examine nuclear power plant security requirements associated with the internal threat. A list of attendees is enclosed.
As a general opening remark, NUMARC representatives stated that one of their major ongoing activities has been identification of regulatory requirements that they considered burdensome and appropriate for reduction or elimination.
They ststed that security was a prime area and one of the first areas targeted in whicn they considered reductioris were appropriate.
Each of the staff's recommendations contained in SECY-92-272, Re-Examination of NPP Security Requirements Associated With the Internal Threat, was discussed in relation to the associated positions in NUMARC's APS.
In regard to vital area security requirements, NUMARC clarified that the position in their APS was that, with respect to the insider threat, vital area controls were unnecessary, particularly those related to vital area door access.
One major factor associated with NUMARC's position appeared to be concern over security resources associated with responding to vital area door alarms and compensating for failed locks. The staff provided further clarification regarding the recommendations associated with vital area ceasures contained in SECY-92-272.
The staff raised the points that certain vital area measures had significance in relation to the external threat and that some measures provided deterrence against the insider with minimum resource impact.
Changes being considered by the staff and alternative approaches that might resolve the underlying issues raised by NUMARC were discussed.

Frank J. Congel current regulatory requirements in these areas were explored. One alternative.
1 discussed was less prescriptive regulatory requirements with NRC endorsement of industry generated standards.
NUMARC agreed to evaluate the alternative approaches that were discussed and indicated their plan to re-convens the NUMARC Ad Hoc Advisory Committee on protective measure requirements.
The results of their evaluation would be provided to the NRC and would be the subject of a future public meeting. The staff agreed to keep NUMARC informed of the progress of their reconsideration-of the -recommendations in SECV-92-272 and NUMARC's APS and to arrange for future meetings to discuss the status.of both NUMARC's and the staff's -
efforts.
