EVAlllATION AND CONCLUSIONS REGARDING JHE REPLIES TO THE NOTICE OF VIOL TION AND THE NOTICE OF NONCONFORMANCE (NRC INSPECTION REPORT N0. 99900080/92-01) g I am responding to Copes-Vulcan, Inc.'s (CV's) October 20, 1992, and iRvember 3, 1992, replies to the Notice of Violation and Notice of Nonconformance which
.were issued by the U.S. Nuclear Regulatory Commission (NRC) on September 30, 1992, following an NRC inspection of CV's facility. in Lake. City, Pennsylvania.
The Notice of Violation identified that CV's procedure requirements failed to comply with the requirements of-Part 21 of Title 10 of the Code of Federal Reaulations (10 CFR Part 21), and the Notice of Nonconformance identified CV activities which failed to comply with the requirements of Appendix 8 to 10 CFR Part 50.

clearly address all substantive revisions to 10 CFR Part 21 that became
-effective on October 29, 1991.
Your implementation of the changes to CV Procec'ure No. 1-6.26 as discussed above is considered satisfactory corrective
. action.
We will review the implementation of your. corrective actions and actions to prevent recurrence, as described in your replies to the Notice of
~Nonconformance and as discussed'in~this letter, during a future inspection to e7sure that full compliance to'10 CFR Parts 21 and 50 has been achieved and
' will-be maintained.
