ANNUAL STATUS REPORT ON LICENSING ACTIONS, FISCAL YEAR 1992
Purpose:
To inform the Commission of the status of l
licensing actions and progress achieved in meeting inventory goals.
Discussion:
As discussed in the June 9, 1989 memorandum to the-Commission, " Operating Reactor Licensing Actions and Technical Specifications Improvements", NRR established goals to control the size of the licensing action inventory, and to improve our responsiveness to Licensee's requests for license amendments.
The maximum inventory level was set at an average of 25 actions per plant (110 x 25 =
2,750).
The goals-for responsiveness to licensee's requests called for 80 percent of the actions in the inventory to be less than or equal to 1 year old and 95 percent to be less than or equal to 2 years old; 100 percent of the inventory was to be less than or equal to 3 years old; no actions were to be older than 3 years old.
These goals are still in effect.

Charts 1 and 2-address the status offthe, licensing.
action inventory as a-whole.
Chart 1-shows licensing action inventory' activity through Fiscal Year 1992.
The current inventory of 1,143'is well within the established target level of 2,750..
This chart also shows that,'in general, NRR has completed more licensing actions than it-has taken in during the past year, and.that.the inventory.-is trending downward.
Chart 2 puts the fiscal 1 years data into historical perspective.
Significantly, incoming licensing actions have been trending slightly upward over the past five1 fiscal quarters, although completions have kept pace with.
incoming astions.
Therefore, although the_.
inventory has been dropping steadily _for the past few years, there is no evidence that'llcensees-are requesting less work.
Charts 3 and 4 documen' NRR's progress-in achiev-

ing it's goals for responsiveness to' licensee requests.
During FY 92, NRR conducted a detailed analysis of the oldest licensing actions-and con-cluded that many of them were multi-plantcactions opened in response to operational events.
A concerted effort is underway to bring these issues to closure, since each issue resolution can result in as many as 50 completed licensing _ actions.
Chart 3 shows the number of licensing actions lin-each age category, and relates-each to=the_per-centage goal.. The percentage of licensing actions less_than or equal to 1-year old was 61.4 percent-at the end of FY 1992, upifrom 56 percent at thel end of FY 91. 83.8 percent of.the inventory was less than or equal to 2 years old, up.from 76 percent at the end of last year. 95.7 percent of actions were less than or. equal to 3: years olds,_
up from'89 percent last year. Finally, - 4.~ 3_ percent' of the inventory was over 3 years oldlat=the:endl of FY 92; 11 percent was over three years-old at the end of FY 91.
Chart 14 illustrates NRR's steady progress over the past three years in reducing the median age of-the'

licensing action inventory.

The Commissioners For comparison purposes, there were 1,143 licensing actions in the inventory at the end of this Fiscal Year as opposed to 1,411 actions at the end of FY 1991; there were 49 licensing actions over three years old at the end of FY 92 compared to 153 actions over three years old at the end of FY 91.
In summary, the size of the licensing action inventory is within target levels.
