SUBJECT: INSPECTION REPORT NOS. 50-336/92-29 AND 50-423/92-26

This refers to the inspections conducted by Messrs. J. Carrasco and P. Patnaik of this office-

on October 19 23, 1992 and November 3 6,1992, respectively, at the Millstone Station,

Units 2 and 3 in Waterford, Connecticut. Discussions of our inspection findings were held

by Messers Carrasco and Patnaik with the members of your staff on October 23 and

November 6,1992, respectively, at the conclusion of their inspections.

These inspections were intended to assure public health and safety, and included review of

the insenice inspection program, and the snubber surveillance program for the safety-related

systems. These are important aspects of maintaining pressure boundary integrity of safety-

related piping. For those aspects of the foregoing programs that were reviewed, the

inspections found the inservice inspection and the snubber surveillance programs to be

effective. :s

Within these areas, the inspections consisted of selective examination of procedures and

representative secords, in;erviews with personnel and observations by inspectors. Within the -

scope of this inspection, no violations were observed and therefore, no response to this letter

is required.
