NRC INSPECTION 50-445/92-46; 50-446/92-46

This refers to the inspection conducted by Dr. D. Blair Spitzberg, and other

members of an NRC team during the period November 16-20, 1992. The inspection

included a review of activities authorized for your Comanche Peak Steam

Electric Station facility. At the conclusion of the inspection, the findings

were discussed with Mr. M. R. Blevins and members of your staff identified in

the enclosed report.

Areas examined included the implementation of your emergency plan and

procedures during your annual emergency exercise. Within these areas, the

inspection consisted of selective examination of procedures and representative

records, interviews with personnel, and observations by the inspectors. The

inspection findings are documented in the enclosed inspection report.

Within the scope of this inspection, no violations or deviations were

identified.

In general, your performance during the exercise demonstrated that your

emergency response organization was prepared to protect the health and safety

of the public during an emergency.

Three exercise weaknesses were identified,

however, during the inspection. One weakness discussed in Section 6.1 of the

enclosed inspection report related to weak emergency command and control. The

two remaining weaknesses are discussed in Section 3.1 and concern delays in

detecting and classifying emergency conditions and in making notifications to

offsite authorities.

Exercise weaknesses according to 10 CFR Part 50, Appendix E.IV.F.5, are

inspection findings that need to be corrected by the licensee. You are
