Enclosed is a copy of Revision 16 of the Waterford 3 Emergency Plan which is submitted in accordance with 10CFR50.54(q).
Revision 16 supersedes Revision 15 Change 1 which was filed with the NRC via Entergy Operations, Inc, letter W3F1-91-0815 dated November 20, 1991.
This submittal is provided under affidavit per requirements of 10CFR50.
The changes to the Waterford 3 Emergency Plan made by Revision 16 do not decrease the effectiveness of the plan.
Furthermore, the plan, as changed, continues to meet the standards of 10CFR50.47(b) and the requirements of Appendix E to 10CFR50. Attached is a summary of Revision 16.
Please note that page 1-11 of the Emergency Plan contains a radio frequency which is considered personal information.
The single page with the personal information is attached; it is requested that this information be.
withheld from the public pursuant to 10CFR2.790.
The enclosure contains no personal information and may be considered a public copy.

SUMMARY
OF REVISION 16 1.0 - GLOSS &RY 1.1.42 Added Louisiana Office of Emergency Preparedness.
1.1.53 Changed definition of Operable / Operability to be consistent with the definition in the Waterford 3 SES Technical Specifications.
1.1.72 Site Boundary has been deleted from the Glossary.
The definition previously included in this section was not consistent with the Waterford 3 SES Technical Specifications.
Since this term is not used in the text of the Emergency Plan, it was deleted.
1.2.14 "ECC - Emergency Control Center" was deleted from the list of abbreviations. This acronym has a different meaning in the Waterford 3 SES Technical Specifications.
Since this term la not used in the text of the Emergency Plan, it was deleted.
1.2.59 Changed " SIS" to "SI" to be consistent with the Waterford 3 SES Technical Specifications.
1.2.60 Added "SRD - Self-Reading Dosimeter" to the list of acronyms.
2.0 - APPLICABILITY AND SCOPE 2.3 This section has been partially updated to include data from the 1990 Census.
Since complete 1990 Census data was not available at the time of this Plan revision, only some of the population numbers were updated.
Also the population density maps in this section were not updated due to lack of detailed 1990 Census data. Data collection continues and a complete update incorporating the 1990 Census information will be provided in a subsequent revision of the Emergency Plan.
Fig. 2-6 Updated to indicate that I-310 is now complete to Highway 61 (Airline Highway).
3.0 - EMERGENCY PLANNING PROGRAM
SUMMARY
No Changes were made to this Section.
4.0 - CLASSIFICATION OF EMERGENCIES 4.1.2 The third paragraph was revised to include the staffing of the Nearsite Emergency Organization at the Alert Classification. This is a change in philosophy made to improve the ability for the Nearsite Emergency Organization to provide timely support to the Onsite Emergency Organization. The "LP&L General Office" was also deleted from this paragraph.
Table 4-1 Added Item 4 under the Unusual Event category.
This Initiating Condition Category B was not listed in the previous revision of the Emergency Plan.
Revised Item 3 under the Alert category to be consistent with the initiating conditions in the Emergency Plan Implementing Procedures.
Revised Item 3 under the Site Area Emergency category to be consistent with the initiating conditions in the Emergency Plan Implementing Procedures.

This change was implemented to include the initiating conditions for toxic chemical emergencies.
Table 4-3 Revised Item 7.
The previously listed accident (steam generator tube rupture with an iodine spike) is no longer analyzed in the Waterford 3 SES FSAR.
The new accident (steam generator tube rupture with a loss of offsite power and a pre-existing iodine spike) has been added.
A note was added to indicate that the whole body dose is not analyzed for this accident in Chapter 15 of the Waterford 3 SES FSAR.
Table 4-4 Item 3a3 was revised to indicate the correct alarm setpoint.
Table 4-5 Revised the ranges for RCS cold leg temperature and RCS hot leg temperature to reflect both the wide range and narrow range parameters.
Revised the range for Neutron flux and rate of change of power to be consistent with plant instrumentation.
Revised the range for Axial Shape Index and Azimuthal Tilt to indicate that these parameters are normally obtained from the Plant Monitoring Computer.
Added the word " Tank" to Item 8 under Reactivity and Power Distribution Anomalies.
Revised the range for Quench Tank Temperature to be consistent with plant instrumentation.
Revised the range for CTMT pressure wide range to be consistent with plant instrumentation.

Due to reorganization, this group has been eliminated and the personnel and responsibilities incorporated into other departments.
5.1.2.2a2 Revised to be consistent with other sections of the Emergency Plan.
5.1.2.3.la Revised Items 1 - 12 to be consistent with the responsibilities section for the Emergency Coordinator.
Also added Item 9 to allow the EOF Director to authorize exposure in excess of 10CFR20 limits. This responsibility was solely the responsibility of the Emergency Coordinator in previous revisions.
