NOTICE OF ISSUANCE OF AMENDMENTS TO FACILITY OPERATING LICENSES The U. S. Nuclear Regulatory Commission (the Comission) has issued Amendment N6s. 52 and 49 to Facility Operating License Nos. OPR-29 and VPR-30 issued to Comonwealth Edison Company (acting for itself and ori behalfoftheIowa-IllinoisGasandElectricCompany),whichrevisedthe licenses for operation of the Quad Cities Nuclear Power Station Units Nos. I and2(thefacility)locatedinRockIslandCounty, Illinois.

The amendments will become effective twenty days after issuance, unless a hearing has been requested.

The amendments add license conditions relating to the completion of facility modifications and implementation of administrative controls for fire protection.

The licensee's submittals comply with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comnission's l

rules and regulations.

The Comission has made appropriate findings as required by the Act and the Comission's iules and regulations in 10 CFR Chapter It which are set forth in the license amendments.

Prior public notice of the amendments was not required since the amendments do not involve a significant hazards consideration.

The Comission has determined that the issuance of the amendments will not result in any significant environmental impact and that pursuant to

10 CFR Section 51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of the amendments.

March 29, April 5, and April 23,1979,(2) Amendmentflos.52and59 to License flos. DPR-29 and DPR-30, and (3) the Comission's related Safety Evaluation.
