SUMMARY
OF APRIL 27, 2020, PRE-SUBMITTAL MEETING WITH GE-HITACHI NUCLEAR ENERGY (GEH) AND THE NRC TO DISCUSS NEDO-11209, QUALITY ASSURANCE PROGRAM DESCRIPTION (QAPD) CHANGES TO EXTEND THE GRACE PERIOD DURING EXIGENT SITUATIONS SUCH AS COVID-19 On April 27, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff held a Category 2 public meeting with representatives from General Electric Hitachi Nuclear Energy Americas, LLC (GEH). The purpose of the meeting was for GEH and the NRC staff to discuss GEH Topical Report NEDO-11209, GE Hitachi Nuclear Energy Quality Assurance Program Description (QAPD), changes to extend the grace period during exigent situations such as COVID-19. The meeting was noticed on April 16, 2020, and is available in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML20107H109.
During the meeting NRC staff and GEH representatives discussed that the issue was the inability to perform supplier audits and proposed to resolve the issue by extending the grace period to 25% of the audit period. GEH NEDO-11209, Revision 15 (Draft) changes, review schedule, and April 28, 2020, planned submission of GEH QAPD was also discussed. The information discussed is publicly available and can be found at ADAMS Accession No. ML20115E414 and is described as the Pre-application Presentation Slides for Amendment to NEDO-11209 Revision 14, GE Hitachi Nuclear Energy Quality Assurance Program Description.
During the recap and the opportunity for public comments at the end of the meeting, there was a question regarding how the NRC would provide relief for licensees, since the NRC staff had explained that staffs approval of the GEH QAPD would only apply to GEH, not rest of the GEH supply chain. The NRC staff explained that the licensees would get relief when a licensee submits and gets approval for its Quality Assurance Program.
