U.S. LOUISIANA ENERGY SERVICES - AMENDMENT 85, CHANGE TO LICENSE CONDITION 6B AND ENRICHMENT LIMIT (ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2019-LLA-0264)
Dear Mr. Padgett:
In accordance with your application dated November 12, 2019 (Agencywide Document Access and Management System (ADAMS) Accession No. ML19322A114), and pursuant to Part 70 of Title 10 of the Code of Federal Regulations (10 CFR), Materials License SNM-2010 is hereby amended to change the constraint on parameters for the plant control system in License Condition 6B. Accordingly, License Condition 6B has been modified to read as follows:
Uranium enriched in isotope U-235 up to 5.5 percent by weight (wt. percent) and uranium daughters, subject to the following additional constraints:
URENCO USA facility (UUSA) shall not input parameters into the plant control system (PCS) to produce material for the assay above 5.0 wt. percent limit until the NRC has completed an operational readiness review (ORR) to verify the necessary changes have been implemented and the facility will be operated safely and in accordance with the requirements of the license. UUSA shall notify the NRC for scheduling the ORR at least 120 days prior to the planned production. UUSA shall not at any time input parameters into the PCS to produce material for the assay above the 5.5 wt. percent limit.
The NRC staff requests that upon completion of the ORR, that UUSA submits the revised pages of the License Basis Documents.
Enclosed are copies of the amended license (Enclosure 1), and the safety evaluation report (Enclosure 2). This amendment completes action on your request. Enterprise Project Identification No. L-2019-LLA-0264 is considered CLOSED.
The Letter transmits enclosures containing Sensitive Security-Related Information. When separated from Sensitive License Conditions, this Letter is decontrolled.
