North Atlan6ic Energy Service Corporation (North Atlantic) 1:.as enclosed License Amendment Request 92-13. This License Amendment Request is submitted pursuant to 10CFR50.90 and is distributed pursuant to 10Cf'R50.4.

The purpose of License Amendment Request 92-13 is to propose changes to the Scabrook Station Techn cal Specifications, The proposed change will increase the Technical Spec;fication temperature limit for the cooling tower basin water from the current 67.3*F to 70.0*F and permit the cooling tower sprays and fans to be manually operated following a cooling tower actua. ion.

License Amendment Request 92-13 has been reviewed and approved by the North Atlantic 'it ation Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in the enclosed License Amendment Request 92-13,Section V, the proposed changes have been determined not to involve a significant hazards consideration pursuant to the standards of 10CFR5d.92. A copy of this letter and the enclosed License Amendment Request 92-13 have been ferwarded to the State of New 11ampshire State Liaison Officer pursuant to 10CFR50.91(b).

North Atlantic requests NRC review of License Amendment Request 92-13 and issuance of a license amendment by Marc' 1,1993 or as soon as possible (see enclosed License Amendment Request 92-05,Section VI).
