-Attached'is the Discharge Monitoring Report for the Hope Creek-Generating Station.for the month ot July 1992.

'This report is required by and prepared-specifically for the-Environmental Protection Agency-(EPA) and the New Jersey Department of Environmental Protection (NJDEP)'. It presents only-the observed results-of measurements and analysis required to be performed-by.the above agencies. The choice of the-measurement devices and analytical methods are1 controlled

.by the EPArand the NJDEP, not by the company, and-there are

limitations on-the accuracy of such measurement devices'and analytical techniques even-when used and maintained as required. Accordingly, this report-is not intended as an

NJPDES 8/25/92-Explanation.of conditions July 1992 The following explanations are included to clarify possible deviation from permit conditions.

General.- The columns labeled "No. Ex", on the enclosed DMR, tabulate the number of daily discharge values outside the indicated limits.

Data reporting and accuracy reflect the working environment, the design capabilities and reliability of the monitoring instruments and operating equipment.

Deviations from required sampling, analysis monitoring and reporting methods and periodicities are noted on the respective DMR.

Frequency for discharge point 461A, the Cooling Tower Blowdown, and the River were done.at approximately 5 hour5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> intervals to provide for the cycles of concentration in the system.

As per'the Administrative Consent order the TSS limit for discharge points'462A, A63A and 464 have been lifted and the interim thermal limits for discharge point 461A have been changed to 443 MBTU/hr-(June - September) and 731 MBTU/hr (October May).-

Results reported on the Discharge Monitoring Pe, ort forms are-consistent with permit limits, data supplied f.sm contract

-laboratories, the June 1991 revision of the N7DEP DMR Instruction manual and specific guidance from DEP personnel attending DMR outreach seminars.

Guidance from the DEP has also been re-confirmed ~at the May 19, 1992 meeting of the DMR Instruction Manual Review Committee.

' July-1992-t

.The following exceedances are included in the attached report and explained below. Exclusions have not endangered nor significantly impacted public health or the environment.

EXPLANATION 461C

.The. Copper limit of 0.2-ppm was exceeded on the second monthly sample of July. The elevated level was found to be partly from the condensate drains of a previously unidentified air handling _ unit.

This" unit contains copper coolingicoils upon which condensate is

' constantly running over..The condensate was diverted away~from the LVOW system thus 1 reducing the copper concentration and immediately returning.this outfall into compliance. We are continuing with.the effort

-to identify.and-eliminate all sources-of copper into_this-system.iIf additional-sources aro

Dear Mr. Mathis:

HOPE CREEK GENERATING STATION NJPDES PERMIT No. NJ0025411 COPPER EXCEEDANCE AT LV&OW SYSTEM CASE NO. 92-07-22-0746-40 In accordance with NJAC 7:14A-3:10, PSE&G is reporting a 3

discharge in exceedance of the daily maximum permit limitation for copper at the Hope Creek Generating Station on July 15, 1992.

The discharge occurred to the Delaware River through the Low Volume and Oily Waste (LV&OW) system outfall, DSN 461C.

PSE&G became aware of the exceedance on July 21 when the sample results were reported by our contractor, South Jersey Testing Laboratory.

The reported value of copper at that time was 0.30 mg/1.

The permit limit for copper in the LV&OW system effluent is 0.2 mg/1.

Upon receipt of this information, PSE&G directed South Jersey Testing to reanalyze the sample.

The result of the reanalysis received later that same day was 0.29 mg/1.

A call was placed to the NJDEPE Hotline reporting the permit exceedance on the morning of July 22.

In addition, the LV&OW system

-effluent was sampled on both July 21 and 22 to determine the status of the discharge.

These samples were analyzed by PSE&G and, although not certified for copper analyses, preliminary results indicate that this outfall is back in compliance.

Duplicate samples have been sent to a cerhified laboratory for confirmation.

. Jg g 41992 NLR-E92214 The cause of the exceedance is unknown at the present time and an investigation is underway.

Monitoring of an upstream lift station by Station personnel did not indicate any significant copper concentration.

Station personnel are reviewing influent sources to the LV&OW system for possible copper contributions.

If found, actions will be taken to reduce or eliminate the copper discharge.

PSE&G has also initiated daily sampling of the LV&OW system effluent for-the remainder of July for analysis by both in-house and contract laboratories.

In-house data will be used to trigger additional upstreara monitoring in an ef fort to locate the copper sodrC8.
