Coolina Water System Technical Specification Amendments Attached is a request for change to the Technical Specifications, Appendix A of the Operating Licenses, for the Prairie Island Nuclear Generating Plant. This request is submitted in accordance with the provisions of 10 CFR Part 50, Section 50.90.
These requested amendments will revise Prairie Island Technical Specifications governing the Cooling Water System. These amendments are necessary to improve l
plant operations based on operational experience with the vertical cooling water pump as a " swing" safeguards pump and the Prairie Island self-assessment Service Water System Operational Performance Inspection (SWSOPI). These proposed l
amendments will bring Specification Sections 5.2 and 5.4 into conformance with the guidance of NUREG-1431, Standard Technical Specifications, Westinghouse Plants, Revision 1.
Exhibit A contains a description of the proposed changes, the reasons for I
requesting the changes, and the supporting safety evaluation and significant

hazards determination. Exhibit B contains current Prairie Island Technical I
Specification pages marked up to show the proposed changes. Exhibit C contains the revised Prairie Island Technical Specification pages.

USNRC Srpt:mber 11,1996 Page 2 of 2 Some of these proposed amendments are offered in support of modifications identified in the self-assessment SWSOPl as means for improving Cooling Water System performance and overall plant safety. Implementation of these modifications is scheduled to begin during the Unit 2 outage beginning in January 1997.
Accordingly we request that these amendments be issued by February 1,1997 to facilitate the modification schedule.
