Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Request for Amendment Gentlemen:

The Baltimore Gas and Electric Company hereby requests an Amendment to its Operating License Nos. DPR-53 and DPR-69 for Calvert Cliffs Unit Nos.1 & 2, respectively, with the submittal of the proposed change to the Technical Specifications.

PROPOSED CHANGE (BG&E FCR 85-27)

Remove existing page 6-5 of the Unit Nos. I and 2 Technical Specifications and replace with attached, marked-up pages.

DISCUSSION This proposed change to the-Technical Specifications addresses the requirements for training and - qualifications of the Shift Technical Advisor (STA). The current administrative section of the Calvert Cliffs Technical Specifications requires an STA to hold a current Senior Operator's License (SOL) and a bachelor's degree in an engineering or scientific discipline or equivalent. Currently, Calvert Cliffs' approved STA program utilizes SOL holders which have undergone an extensive upgrade training program to meet the STA requirements. Due to personnel attrition and the NRC position that all future STA's have a bachelor's degree in an engineering or scientific discipline or equivalent, BG&E is now requesting a change to the Technical Specifications to obtain additional flexibility in staffing the STA position, while still meeting the NRC position.

Miller May 10,1985 Page 2 In addition to those STA's who are currently approved by the NRC to fulfill that position, this proposed change would permit an individual with a bachelor's degree in an engineering or scientific discipline or equivalent who holds a current Operator's License to fill the STA position. The current Technical Specification requirement for the STA to hold an SOL was a requirement necessitated by the previously utilized STA training

program, which utilized non-degreed SOL holders. This would no longer be necessary so long as the bachelor's degree in an engineering or scientific discipline or equivalent is satisfied. .

The proposed change meets all current existing NRC criteria.

,- DETERMINATION OF SIGNIFICANT HAZARDS CONSIDERATIONS This proposed change has been evaluated against the standards in 10 CFR 50.92 and has been determined to involve no significant hazards considerations,in that operation of the facility in accordance with the proposed amendment would not:

(1) Involve any increase in the probability or consequences of any accident previously evaluated in the Updated Final Safety Analysis Report.

This proposed change simply provides flexibility in meeting an administrative requirement, and does not involve any modifications or change in plant operating philosophy.

(ii) Create the possibility of a new or different type of accident from any accident previously evaluated.

The proposed administrative change does not create the possibility of any new accidents different from any previously evaluated.

(111) Involve any significant reduction in the margin of safety.

The proposed change still would meet the current NRC position on training and qualification of STA's.- In addition, shift staffing requirements would still be met with the change.

I SAFETY COMMITTEE REVIEW These proposed changes to the Technical Specifications and our determination of significant hazards have been reviewed by our Plant Operations and Off-Site Safety Review Committees, and they have concluded that implementation of these changes will not result in an undue risk to the health and safety of the public.
