The Nebraska Public Power District (District) is revising two commitments discussed m References 1 and 2 regarding the testing of the Control Room Emergency Filter System (CREFS) at the Cooper Nuclear Station (CNS). Specifically, the District is revising the frequency for performance of the CREFS positive pressurization test. The District is also revising its plans regarding the submittal of a proposed Technical Specification change specific to the CREFS. Additional information supporting these commitment changes is provided below.
In Reference 1, the District previously committed to a positive pressurization test of the CREFS on a quarterly basis. The District, instead, is revising this commitment to perform these tests at the frequency required by the apolicable CNS Technical Specification Surveillance Requirement (SR 4.12.A.l.i). This commitrr ent is being revised based on the collection of test data which

U.S. Nuclear Regulatory Commission September 10,1996 Page 2 of 2 Also, in Reference 1, the District had committed to use additional test data and other operating experience to support the positive pressurization value to be contained in the concluding Technical Specification change. Inferred in this commitment, was an additional commitment that the District would submit a concluding Technical Specification change as soon as the additional test data / operating experience would support the final value. The District, instead, plans to include the changes associated with the CREFS Technical Specifications with those changes associated with development of the CNS Improved Technical Specifications (ITS). The District committed to the ITS conversion in Reference 3. Addressing the CREFS Technical Specification changes in advance ofITS would not be an efricient expenditure of NRC or District resources, nor provide a significant increase in safety.
With the revision of the above two commitments, in conjunction with all of the other corrective actions taken, the District regards all of the remaining Control Room envelope issues as closed.
