GNRO-96/00100 Gentlemen:
Please find attached Entergy Operations, Inc. response to the NRC request for additional information (Reference GNRI-96/00177) regarding the proposed amendment to the Grand Gulf Nuclear Station Operating License for the Cycle 9 Minimum Critical Power Ratio Safety Limit (SLMCPR).
The evaluation that supports the Cycle 9 SLMCPR applies the GESTAR ll methodology, with exception to the generic safety limit. This exception is essential in accommodating actual core design with a mixed vendor core. The GGNS licensing basis currently includes a cycle-specific calculation of the SLMCPR and Technical Specification changes as necessary. A revision to the COLR methodology references in Technical Specification 5.6.5 is provided in Attachment 3 to more explicitly reflect this deviation from the GESTAR ll methodology. Attachment 3 is e page replacement of the Technical Specification changes proposed in Reference 2.

Review Committee and the Safety Review Committee. The conclusions of the Significant Hazards Considerations for this response remain unchanged.
