Request for Additional Information Regarding Second Ten Year Inservice Inspection Program - Byron Station (TAC Nos. M94830 and M94831) dated April 3,1996 for Dockets Nos. STN 50-454 and 50-455.

l In response to the Request for Additional Information (RAI), Byron Station wishes to withdraw Relief Request 12R-11 from review at this time. Byron Station will be re-submitting the relief request to address the issues and comments in the RAI. The revision to the relief will detail the proposed implementation of ASME Code Case N-533 and other programmatic provisions to insure the integrity of mechanical connections. Byron Station still requests an expedited review on Relief Request 12R-12 which provides corrective measures and inspection actions for leaks dmfed on mechanical connections. Comed respectfully requests USNRC Staff evaluation oMelief Request 12R-12 prior to the implementation of our Unit 1 Second Ten Year Inspection Interval implementation date of September 1,1996. =

Byron Station has re-scheduled implementation of the Unit 1 Second Ten Year Inservice Inspection Program to commence on September 1,1996. This remains within the allowable time frame extension provisions in ASME Section XI, article IWA-2400(c) based on Unit I commercial date of September 16,1985. This date reschedule is a direct result of the Byron Unit I current refuel outage BIR07 estimated completion date of July 5,1996. The original schedule was for return to service on May 24,1996, but was extended due to the extensive Steam Generator tube repairs. The re-scheduled Second Interval date allows for completion of First Interval requirements and the incorporation of procedures and plans for the hcond Interval.
