I note that the Board has requested from the Applicants a current construction status report.

For your information I enclose a copy of a decision of the Massachusetts Department of Public Utilities which concludes, at pages 48-49, that "...the earliest completion date which can reasonably be projected for Seabrook I on this record is August 1988 and...there is a substantial likeli-hood, based on both industry experience and the history of the Seabrook project, that an achievable completion date would be significantly later."

The detailed bases for these conclusions are set forth in the decision.
