r BALTIMORE GAS AND ELECTRIC'S LESSONS LEARNED REPORTING PERIOD OF JANUARY l-JUNE 30,1996 Durin; a first six-month reporting period of 1996, two issues were discovered.
The first issue was found while FFD personnel responded to a request for data by an auditor during the annual FFD audit in May. A discrepancy in the numbers of actual tests performed and the data reported on the FFD Program Performance Data for 7/1/95 -
12/31/95 was discovered. An investigation revealed the following two causes:
1.
In September 1995, a new computer random number selector and data management program was instituted. The investigation discovered that l
queries in the computer program for the number of tests performed in a j
certain time period did not capture the tests ofindividuals who were not in the pool at the of the query although they had been tested during the queried time period.
2.
Security's computerized program was used to generate some of the pre-access data for the report. As Security only needs the last test information, the system wrote over previous test data as new test data was entered. The system was not designed to be used for obtaining drug and alcohol testing history.
The corrective action taken was:
1.
A manual count of all drug tests reports for the second half of 1995 was conducted. The manual count revealed the following discrepancies:

4 less Employee tests (18 instead of 22) 1 more Long Term Contractor tests (18 instead of 17) 6 more Short Term Contractor tests (164 instead of 158)
RANDOM:
6 more Employee tests (578 instead of 572)
FOLLOW-UP:

No discrepancies in the number of reported positive tests were found.

To prevent further discrepancies, Security's computer system is no longer 1
used to gather reporting data.

Monthly. all the hard copies of drug tests reports are counted and recorded to ensure that the correct data is available for the Performance Data Report.
l The second issue was found in March. A call was received from Batelle Human Affairs Research Centers requesting results of marijuana positives at the 100 ngm. since 9/1/94 when BGE began testing at the 50 ngm, cutoff. Testing all positive marijuana positives at both cutoffs had not been requested of the HHS certified laboratory as required by 10 CFR 26, Appendix A, Subpart B,2.7 (e)(1). The laboratory was requested to begin this testing immediately and to try to determine if the tests reported positive at 50 ngm. would have also been positive at 100 ngm. The laboratory was unable to extrapolate the results at 50 ngm. to determine if the tests would have been positive at 100 ngm. cutoff. A total of ten tests were reported positive at 50 ngm. and not at 100 ngm. The laboratory has designed an initial testing program to test all samples at both marijuana cutoffs and all marijuana tests since April that are positive at 50 ngm have also been tested at 100 ngm.
