CANADA-UNITED STATES JOINT RADIOLOGICAL EMERGENCY RESPONSE PLAN (SP-96496 )

a The recently signed Canada-United States Joint Radiological Emergency Response Plan (enclosed) establishes the basis for cooperative measures to deal i

effectively with a potential or actual peacetime radiological event involving Canada, the United States, or both countries. The Joint Plan will apply whenever a potential or actual radiological. event occurs that can affect both countries or, although affecting one country, is of a magnitude that the affected country may need to request assistance from the other.

The Joint Plan (a) alerts the appropriate Federal authorities within each country of the existence of a threat from a potential or actual radiological event; (b)-establishes a framework of cooperative measures to reduce, to the extent possible, the threat posed to public health and. safety, property, and the environment; and (c) facilitates coordination between organizations of the Federal government of each country in providing support to states and provinces affected by a potential or actual radiological event.

1 The Joint Plan has been. developed under.the umbrella ~of the Agreement Between the Government of Canada and the Government of the United States of America on Cooperation in Comprehensive Civil Emergency Planning. and Management, which was signed on April 28, 1986. The Canada-United States Radiological Emergency Preparedness Group,. established under the agreement, developed the Joint Plan.

It is intended to complement other Canada-United States Joint Plans that provide a joint response mechanism for non-radiological pollution incidents that threaten boundary waters, coastal areas, or the inland boundary.

Further, it is intended to complement any bilateral cross-boundary emergency l

arrangements that may exist between Canadian provinces and U.S. states.
