SERVICE WATER SYSTEM OPERATIONAL PERFORMANCE INSPECTION FACILITY OPERATING LICENSE NPF-57 HOPE CREEK GENERATING STATION DOCKET NO. 50-354 On July 18, 1996, Public Service Electric and Gas Company (PSE&G) met with NRC personnel to discuss recent issues related to the Hope Creek Station Service Water System (SSWS) and Ultimate Heat l

Sink temperature limits.

At that meeting, PSE&G stated that a Service Water System Operational Performance Inspection (SWSOPI) would be performed at Hope Creek during the October-November, 1996, timeframe.

The purpose of this letter is to provide additional information relative to PSE&G's current plans for that inspection.

The Hope Creek SWSOPI will be jointly sponsored by Hope Creek Quality Assessment and Nuclear Engineering, utilizing NRC developed SWSOPI techniques.

Specifically, the SWSOPI will consist of a comprehensive audit of the SSWS and interfacing systems using selective sampling vertical-slice inspection i

i methods, including document reviews, walkdowns and personnel interviews to identify weaknesses or missing information in the operating or design basis documents.

The inspection will be performed in accordance with the guidance contained in NRC Temporary Instruction 2515/118, Service Water Systems Operational Performance Inspection, Revision 1, with emphasis on recently identified SSWS concerns and Hope Creek's response to Generic t

Letter 89-13.

The SWSOPI inspection team will consist of five inspectors with executive oversight provided by the Director of System Engineering.

The SWSOPI project manager will be the Manager of Hope Creek Quality Assessment and the team will be comprised of highly qualified and experienced SSWS inspectors.
