Third Interim Finding on Offsite Radiological Emergency Response Plans for the River Bend Nuclear Generating Station Attached is a copy of Louisiana Peacetime the third interim Radiological finding Response Plan (on the adeq)uacy Revision V of thesite-specific to the River Bend Nuclear Generating Station. This report was prepared by the Region VI staff of the Federal Emergency Management Agency.

This third interim finding indicates a great improvement in the radiological emergency preparedness plans since the supplemental finding submitted to you on February 12, 1985.

The NUREG-0654/ FEMA REP-1, Rev.1, elements remaining inadec uate for the State of Louisiana are G.3.a. , J.10.e. , L.3. , and P.10. , anc for the Parishes, J.10.e. The Region will maintain close liaison with the State of Louisiana to ensure that the remaining inadequacies are completed to FEMA's satisfac-tion.

Based on the final report of the initial qualifying exercise on offsite radiological emergency preparedness conducted on January 16, 1985, and the review of the plans, the offsite radiological energency plans and preparedness are adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of an accident at the River Bend Nuclear Generating Station.

Third Interim Findina April 1,1985 State Plan- River Bend Station The following is a list of those NUREG-0654 elements which were previously evaluated as inadeouate as a result of the second interim finding dated December 14, 1984. This third interim finding illustrates the progress made towards resolv-ing those NUREG-0654 elements.

Action Taken by the State of Louisiana Policy concerning potassium iodide (KI) is presently being re-evaluated. This criterion will be addressed and included in the next revision of the Attachment which is to be submitted to the RAC as part of the "350" process, after the exercise.

Parish Plans - River Bend Station The following is a list of those NUREG-0654 elements which were previously evaluated as inademate' as a result of the second interim finding dated December 14, 1984. This third interim finding illustrates the progress made towards resolv-Ing those NUREG-0654 elements. Note that only J.10.e. remains inadequate.

E.2 FEMA Evaluation Comment Parish plans do describe the notification and activation, but specific internal procedures for each organization were not available for review. A listing of implementing procedures was given in Appendix 1-3. Implementing procedures not in-ciuded for review.

Action Taken Bv the State of Louisiana Parish implementing procedures were submitted to FEMA Region VI February 25,1985.

Present Status - RESOLVED - Implementing procedures have been received and reviewed by FEMA and are considered ade-quate.

E.7. FEMA Evaluation Comment Parish plans did not include written messages intended for the public consistent with the licensee's classification scheme.

There is only a listing of those EBS messages on page 12 of General Plan.
