Dear Mr. Novak:

Thib letter provides an update to our December 16, 1980 response to a November 25, 1980 letter f rom your of fice (Referencing I.E. Bulletin 79-01B Supplement No. 2 " Environmental Qualification of Class IE Equipment", Questions 2 & 3).

The November letter noted that the review of equipment qualification would be reported in the plant-specific Safety Evaluation Report (SER) and its Supplements. In accordance with this statement, environmental qualification of electrical equipment was included as a portion of Outstanding Issue No. 4 in x

the PNPP SER (NUREG-0887).

The Cleveland Electric Illuminating Company has implemented a program for environmental qualification of Class IE equipment which complies with the requirements of 10 CFR 50.49 and meets the intent of NRC and induetry guidance such as I.E. Bulletin 79-01 and its supplements, NUREG-0588 and IEEE 323-1974.

As noted in SER Supplement 3, the PNFP program is described in FSAR Chapter 3, Section 3.11. The Staff also noted in Supplement 3 that a site audit would be conducted to review the qualification files. SER Supplement 4 describes when additional information was provided to the Staff, including the PNPP Equipment Qualification Review List and the NRC selected NUREG-0588 check lists. SSER 4 notes that the onsite audit was subsequently held at PNPP from January 17-19, 1984.

Supplement 5 to the PNPP SER provides the Staff evaluation of the Environmental Qualification Program for Electrical Equipment as required by 10 CFR 50.49.

The purpose of the Staff review was to determine the adequacy of the program, including the scope of the qualification program, the environmental conditions resulting from design-basis accidents, and the methods used to demonstrate qualification. The Staf f found the PNPP program acceptable, subject to confirmation that all equipment is qualified or that justifications for interim operation are submitted for any unqualified equipment.
