I am enclosing a surrmary of a telephone conference call held yesterday with respect to the proposed construction of the 765 kV transmission lines in connection with the Braidwood Station.

Although I believe the summary to be accurate, I must reserve the Staff's right to disagree since they have not had a prior opportunity to review the document.

As indicated in the summary, the questions discussed during the conference will be set forth in Staff interrogatories which will be filed shortly on the Applicant.

Copies of the answers will be provided to all parties and the Licensing Board.

NRC Staff-Commonwealth Edison Company Telephone Conference Regarding 765 kV Lines A telephone conference call was held the morning of May 7 among members of the NRC Staff and representatives of Commonwealth Edison Company.

Participants in the call were:-

David Smith, Charles McDonough, William Fern and A.D. Miosi of Commonwealth Edison Company; Joseph Gallo, Rebecca Lauer and Victor Copeland of Isham, lincoln and Beale; and Elaine Chan, Janice Stevens, Robert Samworth, Edwin Pentecost and Gerry LaRoche of the NRC Staff.

The call was requested by the NRC Staff in order obtain information regarding'the proposed construction'of 765 kV lines in connection with the Braidwood OL application.

The following matters were discussed.

1.

The Staff requested a drawing of the 765 kV trans-mission line right-of-way and its spacial relationship to residences, and-in.particular, houses located within 600 feet of the transmission line right of way.

Edison personnel responded.that such a' drawing would be:provided.. The staff also requested advice concerning'the location of the 765 kV:

lines in relation to the Neiner's property.

It'was stated that the centerline of the 765 kV transmission line corridor would pass-about 260 feet from the Neiner's residence.

This information was to be confirmed and reflected in the drawing requested by the Staff.

The Staff also requested an update on the Company's plans for the-construction of the 765 kV lines.

Gallo stated that the Board had ordered Edison to provide that information by affidavit and that counsel and Edison were meeting on Thursday of this week to firm up this matter.

The information will then be shared with all concerned.

The Staff asked whether or not the design of the 565 kV lines was completed.

Edison responded that although it had designed and installed 765 kV lines at other locationm,in _its.

service area, the design for the lines in question h,30 not been completed.

This was due to the fact that installation of the transmission lines is presently planned for some tire in _'

the future and the design would be finalized at that. time in order to take advantage of the latest information relevant to the design of the lines.

The Staff requested information concerning whether or not Edison had obtained all necessary approvals from the Illinois Commerce Commission.

The Staff was also interested

'in whether_or not ths Illinois Commerce Commission considered

the health effects issue when it considered an application for 765 kVJ1ines.

Edison stated that it had not acquired all required approvals from the 4CC, and that it was uncertain as to the nature of the inquiry, if any, conducted by the ICC into the/ health effects i'ss6e.

Gallo stated that an author-itative answer to both questions would be provided.

The Staff questioned whether the 765 kV transmission line issue was properly before it'since it was the view of some from Edison that the lines were not,being constructed as a result of the construction and opera, tion-of Braidwood'.

Gallo' stated that he assumed that the matter wag placed before the NRC by Edison as a result the_ precedent set in the Greenwood case.

No conclusions were reached during the discussion.

Counsel for Edison and'the NRC Staff will review.

this matter further.

The Staff inquired with respect to the design 5.

criteria used in establishing the width of the 765 kV right-of-way.

This information will also be provided; however, it was stated that the width of the right-of-way is established by criteria specifying minimum acceptable levels for noise and the strength of the electric field generated by the trans-mission lines.

The call was concluded by the Staff counsel indicat-ing that the questions raised during the call-w6uld be reduced to writing and fil'ed as formal' interrogatories.
