Schedule for License Condition 2.C(7)
License Condition 2.C(7) in the Reference (1) license required that Detroit Edison provide, prior to exceeding 5%
power, assurance that potential contamination pathways in the Control Room IIVAC, system external to the Control Room zone,not have a significant adverse impact on Control Room habitability, or propose an applicable Technical Specification which would assure such integrity through tests.
Based on conversations with your staff, it is understood that this was a clerical error and the condition will be modified in the full power license to reflect resolution prior to startup after first refueling as stated in Reference (2).
Edison had demonstrated in the Reference (2) letter (though not explicitly stated in Supplement 5 to the SER) that its methods of duct coaling were sufficient to provide the necessary assurance through, at the least, the first refueling outage.
