SEQUOYAH NUCLEAR PLANT (SON) - TECHNICAL SPECIFICATION (TS)

CHANGE 96-02,"lCE CONDENSER ICE WElGHT REDUCTION AND CHEMICAL l ANALYSIS SURVEILLANCE INTERVAL EXTENSION" in accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change will lower the minimum TS ice-basket weight of 1,155 pounds to 1,071 pounds. This

  • would reduce the overall ice weight from 2,245,320 pounds to 2,082,024 pounds.

Additionally, based on Generic Letter 93-05,"Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operation," dated September 27,1993,TVA is also proposing to extend the chemical analysis surveillance interval for the ice bed from 12 months to 18 months.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no

\ l significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. Enclosure 4 contains Westinghouse Commercial Atomic Power 1 (WCAP) 12455, Revision 1, that supports the ice weight reduction portion of this TS change request. Enclosure 5 provides the revised TS pages as illustrated in Enclosure 1. )O

! NRC issuance of the proposed change is requested by February 1,1997, to support l the Unit 1 Cycle 8 refueling outage presently scheduled to begin in March 1997. A 45-day implementation period for this TS change following issuance is requested.  !
