i This letter is in response to the-letter from J. W. Shea (U. S. Nuclear Regulatory Commission (USNRC)) to G. A. Hunger, Jr. (PECO Energy Company), dated July 15,1996.

The USNRC letter requested that PECO Energy provide a schedule for completing corrective actions to ensure that core offload sequences do not cause analyzed heat loads for the spent fuel to be exceeded Additionally, if corrective actions have been completed, the letter requested that a summary of the actions and completion dates be provided. This issue was the subject of a February 20,1996 USNRC visit, and the results of the visit were discussed in USNRC Integrated Inspection Report 50-352/96-01 and 50-353/96-01 for Limerick Generating Station (LGS), Units 1. and 2, and USNRC Integrated Inspection Report 50-277/96-01 and 50-278/96-01 for Peach Bottom Atomic Power Station (PBAPS),

Units 2 and 3. As discussed below, the following actions have been or will be completed:

Peach Bottom Atomic Power Station, Units 2 and 3 Procedural controls were implemented on May 6,1996 to ensure the projected spent fuel j

pool heat load is evaluated as a part of the refueling outage process. The spent fuel pools O

for PBAPS, Units 2 and 3 are separate; therefore, additional spent fuel heat load is not added during non-outage operations.

The PBAPS, Units 2 and 3 Updated Final Safety Analysis Report (UFSAR) will be revised to clarify limiting parameters and assumptions used in the thermal hydraulic analysis. This revision will be included as a part of Revision 15.

spent fuel pool heat load will be evaluated as a part of the refueling outage process.

l Additionally, procedural controls will be implemented by December 31,1996 to evaluate j

and manage increases in the spent fuel pool heat load during non-outage operations. The i

December date will ensure adequate measures are in place prior to the next LGS refueling outage currently scheduled to begin in January,1997, as well as ensure procedures are in place prior to any nonadage heat load additions of which none are currently scheduled for i
