Letter, G. A. Hunger, Jr. (PECO Energy) to USNRC dated July 1,1996 Gentlemen:

By letter dated July 1,1996 PECO Energy Company submitted a request for approval to change the Quality Assurance Program Descriptions for Limerick Generating Station Units 1 and 2 and Peach Bottom Atomic Power Station Units 2 and 3. The requested changes relate to the Fire Protection Program Assessment Frequencies.

Subsequently, during a telecon dated August 13,1996, the NRC requested additional information in support of the review of the subject changes. PECO Energy's responses to the questions raised by the NRC are provided in the Attachment to this letter, if you have any questions or need additional information, please contact us.

ATTACHMENT The reference letter states that the proposed Fire Protection Assessment will be scheduled based on empirical performance data such as trends, events, and surveillance results.

How often will the performance data be evaluated?

Response

The NOA organization, in addition to internal assessments, utilizes a Functional Area Coordinator (FAC) process for continuous oversight of Nuclear Group activities. Fire Protection is a designated Functional Area. An N45.2.23 assessor is assigned as the FAC and performs a minimum of 10 surveillances per year.

What does the performance data consist of?

Surveillance Results Industry Experience obtained from:

INPO Nuclear Network NUS TRENDS NRC Inspection Reports Corrective Action Process (Performance Enhancement Program) Trends 3.

How many individuals will be performing the assessment?

Response

Primarily one NOA assessor at each station (i.e., the NOA Functional Area Coordinator). Additionally, other assessors performing surveillance in other functional areas capture Fire Protection elements in such surveillances. The results are provided to the Fire Protection FAC.

Who will be performing the assessment?

Response

The assigned NOA assessor who serves as the Functional Area Coordinator for surveillances and assessments of Fire Protection will be performing the assessment.

5.

What is the scope of each surveillance?

Response

Each surveillance includes an essential element or sub-element of the Master Assessment / Oversight Plan (MAP / MOP).
