1.0 INTROD#CTION By application dated September 2, 1992. Entergy Operations, Inc. (the licensee) submitted a request for changes to the Waterfcrd Stm.m Electric Station, Unit 3, Technical Specification (TS).
The requested changes would delete the Plant Engineering Superintendent as a member of the Plant Operating Review Committee (PORC) and add any one of the managers of the engineering groups.
2.0 EVALUATION The licensee has reorganized the site management which includes deleting the
, ant Er.gineering Superintcndent position. The engineering groups now report to the TechnicD Service Managar who currently may serve as Chairman of the PORC.
The Manager Operations and Maintenance may also serve as Chairman of
% PORC; only one of the two serving at a time. To replace the exportise in engineering on the PORC, the licensee proposed to substitute the Plant Engineering Superintendent with the phrase, Management knowledgeable i Engineering in TS 6.5.1.2.
The waff has reviewed the proposed change and agrees that an engineering 3

manner Gould replace the postion being deleted from the POPC. However. it was of conc,rn that the phrase proposed by the licensee was somewhat ambiguous.
In discussions with the licensee, it was their intent to have the Supervisor from one of the following engineering groups serve on the PORC:
- Shift Technical Advisor Group,
- Systems Engineering Electrical /HVAC* Sroup,
- Systems Engineering Mechanic 0 Group, and
- Reactor Engineering and Performance Group.
It was proposed, and the licensee agreed, that a footnote would be added to TS page 6-7 to specifically identify the above groups wperintendents as
" Management Knowledgeable in Engineering." On this baris, we find the proposed change to the PORC composition acceptable.

3.0 STATE CONSULI*T.jpH In accordance with the Commission's regulations, the Louisiana State official was notified of the proposed issuance of the amendment, The State official had no comments.
4.0 [NVIRONMENTAl CONSIDERAfl0N This amendment relates to changes in recordkeeping, reoorting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendment.
1 5.0' CONCLUSION The Commission has concluded, based on_the considerations discussed above, that:
(1) there is reasonable assurance that tne health and safety of the public will not be endangered by operation in the proposed manner,-(2) such activities will be conducted in compliance with the Commission's regulations, and (3) ti;e issuance of the amendment will not be inimical to the conson defense and security or to the health and safety of the public.
