Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Accordance with 10CFR50.55(e):

Isolator Cabinets, Main Ventilation, Air Conditioning, and Other Miscellaneous Panels with Improperly Crimped Lugs (SD-53)

In a February 15, 1984 telephone conversation between your Mr. T. Rebelowski and our Mr. R. E. Lefebvre, Northeast Nuclear Energy Company (NNECO) reported a potential significant deficiency in the construction of Millstone Unit No. 3 as required by 10CFR50.55(e). The deficiency involved lugs which were not crimped in accordance with the manufacturer's specifications in isolator cabinets, main ventilaticn, air conditioning, and other miscellaneous panels supplied by Systems Control. We have determined that this condition represents a significant deficiency in the final design of Millstone Unit No. 3.

Our architect-engineer, Stone & Webster Engineering Corporation, has completed the repair of all improperly crimped lugs in the pre-turned-over panels for which they were responsible, including the installation of the approximately 130 resistors which were discussed in Reference (3). NNECO has also completed all of the repair work for the lugs in the post-turned-over panels.

However, NNECO is still in the~ process of repairing the lugs in several energized, turned-over circuits within pre-torned-over panels. Rework on these lugs is expected to be complete by June 15,1985.
