Dear Mr. DeAgazio:

I am writing to request your help in obtaining information related to the above-referenced matters.

First, in NRC Inspection Report No. 50-443/95-15, there is reference to unexpected degradation found in the "B" Primary Component Cooling Water Heat Exchanger ("B" PCCW HX). The report states "The licensee prepared a written operability determination for the PCCW tube degradation that supported plant startup." Could you please provide the Seacoast Anti-Pollution League with a copy of that operability determination? Furthermore, could you provide the Seacoast Anti-Pollution League with the NRC review of that operability determination?

Secondly, NRC Inspection Report No. 50-443/96-04 discusses the May 15, 1996 quarterly surveillance on the "B" train service water pumps' flow through the PCCN HX. Since the flow rates obtained were less than those required by the procedure, Technical Specification Action statement 3.7.4 was entered, requiring that restoration of the train to operable within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> be accomplished or a plant shutdown be initiated. Subsequently, the licensee initiated a procedure change request (Number 11) to change the test flow rates.

The inspection report states, "The basis and justification for the change was documented in an OE 4.5 operability determination." Could you provide the Seacoast Anti-Pollution with a copy of the operability determination?

Could you also provide us with a copy of the NRC's review of the operability determination?
