In accordance with our Technical Specifications, pleese find attached a special report concerning the disabliag oi Technical Specification fire detection equipment in our Spent Fuel Area. This fire g,
detection equipment was disabled to allow installation of a new spent fuel crane. We expect this equipment to be out of service until the crane is ir,atalled some time in December 1992. Until that 4
time we will continue to implement the Technical Specification and procedurally required alternate o
actions for this equipment.

llACKGROUND On October 5,1992 the Fire Detection for the Spent Fuel Area was disabled. The smoke and tiame detection in the Spent Fuel Area was disabled to permit work activities to be conducted (welding, cutting and grinding operations) during the modification work under Facility Change Request (FCR) 88-0081. This FCR will accomplish the installation of a new spent fuel c ane.
As specified by Technical Specification 3.3.3.7, Action Statement b, a special report must be issued to i
the Commission pursuant to Technical Specification 6.9.2 if the fire detection system is not restored j
to an OPERABLE status witLin 14 days.

EFFECT ON UNIT OPERATION 1
i On October 5,1992 with both Unit 1 and 2 a: MODE l', the smoke and flame detection system for the Spent Fuel Area was disabled in accordance with our temporary alteration process. The smoke and flame detection in the Spent Fuel Area is listed in Technical Specification 3.3.3.7. Action Statement b, to this Technical Specification requires an hourly fire watch patrol be established to inspect the fire zone. In addition to the hourly fire watch patrol, a continuous tire watch is required j
by Calvert Cliff procedures during welding / cutting / grinding operations in the room. Based on the fact that adequate controls are in place to prevent, detect, and mitigate the effects of potential fires in the Spent Fuel Area, the disabling of the smoke and llame detection has no effect on Unit operation.
