Attachment to GNRO-96/00089 Question 1.

What personnel will be responsible for issuing thermo-luminescence detectors (TLDs) to the emergency team members?

Answer:

Emergency team members who are on shift and personnel who report to the Operations Support Center (OSC) already have TLDs.

TLDs are attached to personnel security badges and are picked-up when personnel process through security island.

Question 2.

What personnel will be responsible for setting up the Dositeo system in the OSC?

Answer:

None; no setup is required. The Dositec system is installed in the facility. Health Physics personnel ensure operability of the Dositec system.

Question 3.

In using the EADs, does the average worker have sufficient knowledge of radiological units and health risks from radiation to make a decision whether they should continue with or abort their mission in the event of increasing radiological conditions?

Answer:

Yes.

Workers are trained to leave areas and contact Health Physics (HP) upon EAD alarms.

The alarms are set based on Radiation Work Permit (RWP) requirements. Workers receive formal tr?ining on radiological units and health risks. Turn back values for teams are the EAD alarm setpoints which have been preset in the RWP.

In addition to the EADs, workers are also warned both audibly and visually by alarms provided on Area Radiation Monitors (ARMS) located throughout the plant. Workers also receive formal training on alarms associated with ARMS.

Question 4.

Which personnel on your emergency response organization (ERO) are qualified to evaluate radiological conditions and correlate those conditions to personnel safety?

Answer:

Health Physics personnel evaluate radiological conditions.

HP personnel and Licensed Senior Reactor Operators (SROs) and Reactor Operators (ROs) can read Area Radiation Monitors (ARMS) readings in the control room.

There are three SROs and three ROs on shift at all times.

In accordance with the Emergency Plan Procedures, indicate all of the tasks that an HP technician might be called upon to perform within the first hour of an emergency.

Answer:

In accordance with Emergency Plan Procedures, HP technicians may be called upon to perform Onsite Monitoring duties, Medical

Response, Search and Rescue support, Emergency Repair Team j

support, or Fire Brigade support.

Emergency Plan Procedures do not discriminate which tasks are performed by HP technicians within the first hour of an emergency; these tasks may, or may not, be performed at any time during an event. The tasks that 2

minute time frame are the same tasks that may be performed i

during the 30-60 minute time frame. At the 60 minute time i

frame, of an event requiring augmentation, four HP technicians augment the two onshift HP technicians. This is also the time at which the majority of the ERO will augment onshift personnel.
