Other support organizations notified by the NHY Offsite Response Organization include the American Red Cross.

3.2.5 Public Notification Upon determination that a Site Area Emergency or General Emergency is in progress, the NHY Offsite RGsponse Organization will implement procedures to provide a recommendation to officials of the Commonwealth of Massachusetts that notification and clear instructions (including periodic status updates) should be given to the general public.

The NHY Offsite Response Organization maintains the capability to activate any of the available public notification means when authorized by the Commonwealth of Massachusetts as described below and detailed in Implementing Procedure 2.13, Public Alert and Notification System Including EBS Activation, and Implementing Procedure 2.16, Vehicular Alert and Notification System.

Sirens are the primary means of providing public alerting to the resident and transient population within the Plume Exposure Pathway EPZ within the required 15-minute time criteria.

The siren system is composed of fixed sirens installed throughout the New Hampshire portion of the Plume Exposure l

Pathway EPZ, and five of the six communities within the Massachusetts portion cf the Plume Exposure A()

The VANS is a vehicular mounted siren concept providing pullic alerting within 15 minutes.

Siren locations are illustrated on a map of the Plume Exposure Pathway EPZ found in Appendix A.

Transients in the Parker River National Wildlife Refuge on Plum Island will be provided supplemental notification through the U.S.

Department of the Interior.

Through the State of New Hampshire RERP, the U.S. Coast Guard'is initially. notified at an Unusual Event to. allow for-preliminary inventory of available-resources so that, if it becomes necessary, protective actions for waterways may be instituted.

Inland waterways are covered by the siren system.

Through an extensive public education program (Section 3.7 and 7.5), the public will be instructed that, upon hearing the sirens, they should listen to local radio stations for information and-instructional messages broadcast over the EBS radio network.

To complement the public alerting functions provided by-the siren system, tone-alert radio receivers will be offered to schools, day care-centers, special care facilities, nursing homes,

hospitals, lodging facilities, campgrounds, businesses with-50 or more employees at one location at one time, and hearing-impaired individuals (as needed).

The-designated EBS radio station-tests its EBS signal. generation once a week.

The weekly test will enable specialffacilities to determine whether their receivers-are functioning properly.

The operational authority for public notification rests with the state and local Emergency desponse Directors.

The NHY Offsite Response Organization maintains the capability to initiate the public l-notification process.

is equipped with a siren activation encoder.

News Media The Public Information Advisor and staff are responsible for preparation and transmittal of all approved news releases to the Public Information Coordinator at the Media Center.

At a minimum, a priority news release containing the contents of each EDS message approved by the NHY Offsite Response Director and broadcast over the EDS will be transmitted to the Media Center for dissemination to the news media.

Additional news releases may be prepared as necessary throughout the emergency.

At the Site Area Emergency classification, the Monitoring Trailors will be fully activated in accordance with Implementing Procedure 3.4.,

Monitoring Trailer Activation and Deactivation.

These fac111tien will be declared operational by the Monitoring and Decontamination Leader for each set of trailers when set up to receive evacuees.

Operation of the Monitoring Trailer Complex is directed by a Monitoring and Decontamination Leader who reports directly to the Radiological llealth Advisor.

The Monitoring and Decontamination staff will direct ovacuees and ensurs that they are monitored, cnd if found to be radiologically c.antaminated,

appropriately decontaminated, in accordance with Implementing Procedure 2.9, Radiologichl Monitoring / Decontamination.

The VANS Staging Area, and Backup VANS Staging Area are located within or near the Massachusetts portion of the Plume Exposure Patl y EPZ.

5.2.6 Reception Conters During the course of an emergency, an evacuation of the general public from within the Plume Exposure l

Pathway EPZ may become a necessity.

The function of a Reception Center is to provide an assembly point and location for registering evacuees. The Reception Center staf f will provide evacuees needing assistance with referral to the Congregate Care Center for obtaining shelter, food, clothing, or other social services.

Reception Centers are lorsted approxinately 20 miles from Seabrook Station.

Two Recepticn Centers have been provided for the residents of Massachueetts.

One is located at 1101 Turnpike Street in North Andover, Massachusetts, and the other is located at 44 River Street in Beverly, Massachusetts.

Each Reception Center is under the direction of a

Reception Center Leader, who reports to the Reception Center Coordinator at the NHY Offsite Response EOC.

Reception Center staff functions include evacuee registration, congregate care

referral, traffic control, communications, and security.

The layouts of Reception Centers at North Andover and Beverly are shown on Figures 5.2-5 and 5.2-6, and 5.2-7, respectively.
