The following objectives, taken from the CNS Drill and Exercise Manual objective bank, are submitted as those objectives proposed to be demonstrated at the 1996 Emergency Exercise at Cooner Nuclear Statian on Novemher 19.1996.

Objectives marked with an asterisk (*) are considered ' core' objectives, required for any demonstration of " integrated capability and major portions of the basic elements existing within Emergency Preparedness Plans and organizations," as required for a biennial exercise. (NUREG-0654, Rev 1, N.1.a.)

These objectives are divided by facility to aid in the evaluation of their demonstration.

Control Room (Simulator) 1

  • 1.1 Recognize and classify emergency conditions and take appropriate actions to mitigate the l
effects of the event.

01.2 Activate / augment the Emergency Response Organization (ERO), as appropriate, to respond to the emergency.

  • 1.3 Perform initial notification of off-site agencies (Federal, State, Local) within applicable time limits and provide follow-up notifications as required, until relieved of this responsibility by the TSC or EOF.

1.4 Inform on-site personnel of conditions which may affect personnel safety.

1.5 Coordinate operator activities with the TSC.

1.6 Maintain command and control of all emergency activities directed from the Control Room l (Simulator).
  • 1.7 If required by the scenario, perform accurate and timely dose assessments until relieved of this duty by the EOF.

01.8 If required by the scenario, make immediate protective action recommendations.

t 1.9 Upon activation of the EOF, perform a clear transfer of responsibility for emergency management, dose assessment and protective action recommendations.

1.10 Maintain emergency logs and records.

*1.12 Upon termination of the drill, conduct a critique of the Control Room (Simulator) emergency
response.

Emergency Operations Facility (EOF)

  • 4.1 Staff and declare the EOF operational.
  • 4.2 Establish and maintain communications with the TSC and other emergency response facilities.

  • 4.4 Perform radiological surveys to establish habitability of the EOF.

  • 4.10 Evaluate dose projections and field data to determine the need for revisions to protective action recommendations.

4.12 Evaluate the need for the use of emergency exposure limits and approve extensions.

4.15 Initiate reentry / recovery discussions as emergency conditions warrant.

5.5 Monitor individual radiation dose and maintain exposures within authorized limits.

5.6 Upon completion of the task, provide a debriefing to the OSC supervision.

5.7 Maintain logs and records.
