Dear Mr. Congel:
EncAosed a copy of the final exercise report for the April 29, 1992, exs 3 of the offsite radiological emergency response plans site-speci to the-Quad Cities Nuclear Power Station. The State of Iowa and he-Counties of Clinton and Scott participated fully in the exercise.
the final exercise report Federal Emergency Management Agency (FEMA) - was prepared by the Region VII staff and copies have been forwarded to the State of Iowa.
Because of the need to respond to a flood disaster in Chicago, Illinois, on April 15, 1992, the State of Illinois requestei and received approval to reschedule their participation and the participation of Whiteside.
and Rock Island Counties in a later exercise for the Quad Cities Nuclear Power Station.
The rescheduled exercise for the State of Illinois and affected local jurisdictions was held on October 6, 1992.
A report on this exercise will be submitted to the U.S.
Nuclear Regulttory Commission at a later date.
Three Deficiencio.s sere identified during the April 29,
- 1992, exercise.
Thr.y involved:
- 1) the failure of Clinton County to include the evacuation routes and the location of reception centers in an Emergency Broadcast System ruessage; 2) the failure of Scott -
County to contact and to evacuate three public schools and three preschools located in the evacuated sectors; and 3) the failure of Scott County to demonstrate adequate access and traffic control into an evacuated area.
All three Deficiencies were corrected during a remedial exercise conducted on June 30, 1992.
The results of the remedial exercise are included in the enclosed report.
There were also seventeen Aress Requiring Corrective Action ( ARCA) identified during the April 29, 1992, exercise. FEMA Region VII staff will work with the State of Iowa to correct the ARCAs and will monitor the status of corrective actions.
Based on the results of the April 29, 1992, exercise and the June 30, 1992, remedial exercise, the State of Iowa and local offsite radiological emergency response plans and preparedness site-specific to the Quad Cities Nuclear Power Station arc adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event (9}
