INITIATIVES

1. Effective April 1,1996, NU contracted with a new SAMHSA-certified laboratory.

' 2. Effective April 1,1996, NAESCO's blind performance testing program was merged with NU's program.

3. Developed a formalized fitness for duty records retention program and corresponding new Office Instruction.
4. Trained fitness for duty personnel in FFD document processing for archival storage.
5. Continued the process to incorporate all fitness for duty procedures and associated forms into the Security Department Manual (SSSP).

6. Revised FFD procedure NM 11403 to reflect the change to a new certified laboratory.
7. Updated eight Office Instructions. The following changes were addressed:

- use of a new certified laboratory i

- discontinued use ofone type of evidential breath testing device

- use of a different method of interaction between the fitness for duty office and the processing center when a site-only access individual is unavailable for random testing

- ship. of administration of the NAESCO blind performance testing program to NU

8. Completed refurbishing process of all IVAC 2000 thermometers.
9. Continued efforts to integrate the FFD programs ofNU and NAESCO.
10. Initiated training sessions to discuss FFD policies / procedures and answer any questions.

These sessions were made available to all supervisors and employees.

SUMMARY

PROGRAM EFFECTIVENESS

' As part of the Northeast Utilities (NU) system, the North Atlantic Energy Service Corporation (NAESCO) data for this reponing period will be included as pan of the NU report to the Nuclear Regulatory Commission (NRC).

. An internal audit of the NAESCO Fitness For Duty (FFD) Program was conducted in April of 1996 by the Nuclear Safety Assessment Group. The audit report indicated that NAESCO's FFD program is effectively implemented and maintained and specified that "Collectiori Site Personnel are extremely conscientious".

There were no drug or alcohol related accidents or incidents during this period.

All available evidence indicates that the continued support of NAESCO management and employees has provided the basis for the program's effective implementation and continued advrncement toward the goal of achieving a workplace free of drugs and alcohol and the effects of ;uch substances.
