DPR-70 AND DPR-75 PUBLIC SERVICE ELECTRIC & GAS COMPANY PHILADELPHIA ELECTRIC COMPANY QELMARVA POWER AND LIGHT COMPANY ATLANTIC CITY ELECTRIC COMPANY SALEM NUCLEAR GENERATING STATION. UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311

1. 0 INTRODUCTION By letter dated July 8,1992, and supplemented by letters dated September 1, 1992 and October 6,1992, the Public Service Electric & Gas Company, Philadelphia Electric Company, Delmarva Power and Light Company and Atlantic City Electric Company (the licensees) submitted a request for changes to the Salem Nuclear Generating Station, Units 1 and 2, Technical Specifications (TS). The requested changes would:

replace the requirement in TS Section 6.3.1 that licensed operators meet or exceed the minimum qualifications of ANSI /ANS 18.1-1971 and the supplemental re.quirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC lettcr to all licensees with a requirement that licensed operators comply with the requirements of 10 CFR Part 55, and 2.

ceplace the requirement in TS Section 6.4.1 that the licensed operator retraining and replacement programs meet or exceed the requirements of ANSI /ANS 18.1-1971 and the supplemental requirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees with a requirement that the training programs comply with the requirements of 10 CFR Part 55.

The October 6,1992 letter provided a corrected affidavit only and did not change the initial proposed no significant huards consideration determination.

. 2.0 EVALUATION This change involves a clarification to the current requirements concerning licensed operator qualifications and training programs.

The TS requirements for all other affected unit staff qualifications and training programs remain unchanged. The licensed operator qualifications and training programs will continue to be required to comply with the requirements of 10 CFR Part 55.

The staff has concluded in NUREG-1262 that the standards and guidelines applied by INP0 in their training accreditation program are equivalent to those put forth or endorsed by the NRC. Therefore, maintaining an INPO accredited, systems based licensed operator training program is equivalent to maintaining an NRC approved licensed operator training program which conforms with applicable NRC Regulatory Guides or NRC endorsed ANSI /ANS standards.

Public Service Electric and Gas Company's licensed operator training program has been accredited by INP0 and is based on a systems approach to training.

Therefore, the staff finds the changes to be acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the New Jersey State official was notified of the proposed issuance of the amendments.

The State official had no cnmments.

4.0 ENVIRONMENTAL CONSIDERATIQH Tha amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

5.0 [0NCLUSION The Commission has concluded, based on the considerations discussed above, that.

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
