The purpose of this letter is to respond to a request from the Staff' and provide commitments to revise the Final Safety Analysis Report (Table 9.1-2). This revision will provide a detailed summary of the decay heat loads in the Spent Fuel Pool for the four (4) separate pool loading conditions identified in the FSAR.
The Unit 3 FSAR in Section 9.1.3.3 " Fuel Handling and Storage: Safety Evaluation" (Pages 9.1-8) states that " decay heat loads were calculated for a number of pool operating conditions at the end of pool life." These conditions are: 1) Normal refueling;
- 2) Normal plant operation; 3) End of cycle full-core off load; 4) Emergency full-core off load. Table 9.1-2 lists the results for conditions 1 and 4.
The information contained within Table 9.1-2 is based on a revised pool analysis which l'
was submitted on February 22,1991 (B13730) as a portion of License Amendment 60.
The two (2) pool conditions listed in the table are the Millstone Unit No. 3 conditions that correspond to the Standard Review Plan (SRP) 9.1-3 conditions.
The other conditions which were analyzed are described in the text of section 9.1.3.3 and are also included in the decay heat load plots shown in figures 9.1-7,9.1-7a and 9.1-8.
FSAR change request 96-MP3-22 was approved on July 13, 1996.
This char:ge identifies the decay heat loads for each of the four pool conditions in the appropriate portions of the text contained in FSAR section 9.1.3.3.

within the text of FSAR section 9.1.3.3.
FSAR section 9.1.3.3 and Table 9.1-2 will also be revised following completion of Plant Design Change (PDCR) M3-96-0001. This change will support a full core off lot:d as a normal plant event in conformance with SRP 9.1-3 and will be completed prior to the next scheduled refueling outage. The revised text and table will be included in the first annual update following completion of the PDCR.

B15833-01:
The Millstone Nuclear Power Station, Unit 3 Final Safety Analysis Report will be updated to incorporate within Table 9.1-2 the decay heat loads for all four (4) pool operating conditions identified within the text of FSAR section 9.1.3.3. This update will be accomplished prior to plant start up.
B15833-02:
A revision to the Millstone Nuclear Power Station, Unit 3 Final Safety Analysis Report will be submitted at the next annual update. The change will incorporate changes to the text contained in FSAR section 9.1.3.3. and to Table 9.1-2. These changes will incorporate the decay heat loads for each of the four pool conditions.
B15833-03 A revision to the Millstone Nuclear Power Station, Unit 3 Final Safety Analysis Report will be submitted at the annual update following completion of Plant Design Change (PDCR) M3-96-0001. This change will incorporate the decay heat loads for each of the four pool conditions into Table 9.1-2.
