Nuclear Regulatory Commission:
The undersigned is Robert U.
- Mulder, ph.D.,
Director of the University of Virginia Nucletar Research Reactor Facility.
In my-capacity as reacc' or director, I am responsible for making reports of reactor operatichs to the Nuclear Regulatory Commission (NRC),
in accordance with requirements stated in the University of Virginia Reactor (UVAR)
Technical Specifications and
'ederal regulations.
Also as reactor director, I am given from time to time privileged commercial information regarding products which are to be activated in the neutron field produced by the'UVAR, for the purpose of neutron activation or " doping."
Recently, it became necessary to make a report to the NRC of-a spill of solid material to the reactor pool.
To clearly describe the event and its (minor) significance, information about the solid material and its originator was submitted to-the NRC.
This same information was originally furnished to me in confidence by representative of the company providing U.Va. with the material for irradiation.
The above information is provided in attachment.
It is hereby_
requested that the lines which have been blackened out on the attached sheet be kept from public disclosure pursuant to-10CFR2. 790 (b) (1)..
Specifically, - the names of company employees with whon the reactor has had dealings should not be disclosed, as provided for in 2.790(a) (6) and 2.790 (a) (7) (iii), under personal and personnel privacy provision.
While 'the NRC may wish to contact company employees about 2nformation presented-in the;U.Va.
report to the NRC,-their names are_of no'public intarost.
.Also,-
the spilled product composition and physical characteristic *s should be kept from disclosure under provision 2.790(a) (4).
-This information was provided to-U.VA. as a trade secret, giving the company a - competitive advantage over other companies in their:
-commercial field.
