hereby moves the Licensing Board to recpen'the record on Issue

  1. 16 for the limited purpose or odmitting into evidence the document attached hereto os Exhibit A.

The traditional stondords for reopening the record are (1) i that the motion be timely; (0) that it address significant issuess and (3) that o dirrerent result might be reached had the newly prorrered material been considered inittolly.

Exhibit 4 is from the NRC's Weekly Information Report for the week ending March 22. 1985.

It discusses o molrunction of the TDI DCs at Grand Guir resulting from the breakage or o metal pin from o check Volve in the air stort system.

This event demonstroces the railure of the 701 Owners Group progrom to compensate for the substor.dord design and quality or the TDI engines.

Hence, the new evidence is significant.

OCRE discovered the document in the Local Public Document Room on April 27, 1995.

However, it j

should be noted that TDI had Filed a 10 CFR Port 21 report on l

the matter on March 12. 1985.

Thus, it must have been in the possession of Applicants and Starr prior to the April 9 evidentiary heoring.

Ir Applicants and Storr had honored their discovery obligations. OCRE would have been able to present the document at the hearing.

It is therercre clear that the deloy in prorrering this evidence is ottributoble to Appliconts and Storr, not to OCRE.

.in the air start system caused the Division I emergency diesel generator to malfunction during a survenlance test.

The ct.etal pin fragment was, carried by the air to one of the cylinder air inlet valves, where it lodged between the valve disc and the seat, 3

preventing the valve from closing.

This allowed hot gases from the cylinder tu get into the air '; tart system resulting in the malfunction.
