Peach Bottom Atomic Power Station, Unit 2 Supplemental information Regarding Facility Operating License Change Request, ECR 96-02011

REFERENCE:

Letter from G. A. Hunger (PECO ENERGY) to NRC dated June 13,1996.

Dear Sir:

In the reference letter PECO Energy Company (PECO Energy) submitted License Change Request (LCR), ECR 96-02011, requesting changes to Appendix A of the Peach Bottom Atomic Power Station (PBAPS) Unit 2 Facility Operating Ucense.

The proposed change was requested to permit a one time performance of Surveillance Requirement 3.3.1.1.12, for the Average Power Range Monitor (APRM)

Flow Biased High Scram function, with a delayed entry into its associated Technical Specifications Conditions and Required Actions for up to six hours provided core flow is maintained at or above 82%. This change would be in effect until the end of refueling outage 2R11, currently scheduled for early October 1996.

During their review of the LCR, the NRC required additional information. The requested information was provided to the NRC verbally during a conference call on July 29,1996. The purpose of this letter is to document the information provided during that call.

In the LCR, PECO Energy stated that a modification was scheduled to be i

performed which would eliminate the need for future similar LCRs. The NRC i

requested a description of the modification and a discussion as to why it would j

eliminate future similar LCRs.

  • 4 August 7,1996 Page 2 As stated during the conference call, the modification will replace all flow input instrumentation to the APRM system. The new instrumentation will have improved reliability and drift characteristics necessary to support a 24 month calibration frequency. Currently, the calibration frequency for this instrumentation is 18 months. This extension in calibration frequency will allow the surveillance test to be performed off-line thereby removing the need for future similar LCRs.
