l A proposed Amendment 21 to the UFTR Technical Specifications (R-56 License) affecting page 36 of the approved Tech Specs is attached. This change is considered to be relatively minor and will constitute Amendment 21 to the UFTR R-56 License as noted on the text page.

The change is marked with the usual vertical line in the right-hand margin for Section 6.6.1 l

(Operating Reports).

l The change is on page 36 at the beginning of Section 6.6.1 and simply allows two (2) additional months for submittal of the " routine annual report covering the activities of the reactor facility during the previous calendar year." Because December is normally a relatively high activity month at the UFTR facility with the end of fall semester classes and because a number of other commitments also come due in December, plus facility staff typically take leave time after the j

end of classes, this change to allow two further months for submittal is expected to provide 1

assurance that this report can be f!!ed on time to avoid the problem of failure to submit reports cited in NRC Inspection Report 50-83/96-01.

This change as requested is not considered to have any safety significance and involves an administrative change only. This change has been reviewed by UFTR management and by the Reactor Safety Review Subcommittee who concur on this evaluation.
